How to Prepare Perfect Apartment General Assembly Meeting Minutes? 2026 Guide Under Condominium Law No. 634

How to Prepare Apartment General Assembly Meeting Minutes? 2026 Guide Under Condominium Law No. 634 — The general assembly is the highest decision-making body of apartment management. Under Condominium Law Articles 29-30, it must convene at least once a year.

Meeting Process

A signed invitation must be sent to all unit owners at least 15 days before the meeting. In the first meeting, majority by number and land share is required; if not achieved, the second meeting is held with those present.

Decision Book

All decisions taken must be recorded in the notarized decision book and signed by the participants. Decisions that are not signed may be deemed legally invalid.

Warning: Decisions taken without a duly issued invitation may be annulled by the court. Unit owners may file an annulment lawsuit within 1 month.
Condominium Law Art. 29 — General Assembly: The condominium owners' council holds an ordinary meeting at least once a year, in January-February. The meeting invitation is served with acknowledgment of receipt at least 15 days in advance.
Condominium Law Art. 30 — Meeting and Decision Quorum: In the first meeting, majority by number and land share is required. If quorum is not met, a second meeting is held 15 days later; at this meeting, decisions are taken by simple majority of those present. However, for matters requiring a special quorum, such as manager election, the double majority requirement still applies in the second meeting.
Condominium Law Art. 31 — Proxy and Voting: Unit owners may attend the meeting in person or through a proxy. A single person may not hold proxy for more than 5% of the total number of unit owners (maximum 1 proxy in a 20-unit building).
